Railroad bridges and tunnels carry trains across waterways, valleys, and cityscapes and beneath roadways, city streets, and mountains. Freight cargo, hazardous materials, and passengers must be able to traverse these distances safely and securely.
The Problem.
Bridges cross waterways, highways, urban areas, and sensitive industrial areas. Railroads move cargo, chemical and/or biological agents, hazardous and/or nuclear materials, even military ordinance and equipment. Major transit agencies and commuter railways provide transportation for hundreds of thousands of passengers a day. A terrorist attack on a bridge or trestle has the potential of significant loss of life. Bridges and trestles can be easy targets for attack.
Railway tunnels, for both freight trains and passenger transit, exist in rural-remote areas as well as busy urban metropolitan areas. Tunnels pose an attractive target for terrorist and criminal activity. An attack on a tunnel could jeopardize rail commerce for extended periods of time as repairs are made. Tunnels are also associated with non-terrorist security issues as well, including fires and homeless people seeking shelter and warmth.
